I think it should just be a reskin of the shovel except when the soldier hits it on his head it makes a loud bass drum noise like Bom Bom Bom

maybe sometin similar to the diciplinary action and have a buff when u hit a teammate with it or maybe like toast said with the taunt but have the taunt give a buff. Like the amputator!

On kill: Adds 25% rage.
Upon using a buff: Becomes forced active weapon throughout the buff duration.
A way to possibly buff up faster, but relies on teamwork rather than self defense. And for those who like it for the skin can just equip a non-buff secondary and it becomes a reskin of the shovel. IT'S PERFECT!!!
