Structure Tier Adjustments:
-Plexi should now be ini option 6, the same class the vanilla stone tier uses.
-Plasteel should now be ini option 7, the same class the vanilla metal tier uses.
-The 2 crafting stations should now be ini option 8, same as vanilla TEK tier.

Fixed sound on the remaining parts that have water footstep effect.

Updating meshs to latest state. (tall wall, huge wall, tall wall plug, both foundations)
Added updated textures. (same as mesh list)
Added new feature, can pick the color of the painted metal on the tall wall. Will be adding this feature to all objects in the future.
Added the start of filler type for the tall wall for future planned feature.
Added asthetic effect, steam comming out of the vents that are on various spots of the framing.
