Complete Overhaul:

-Cut down the amount of states form 885 to only 775 (100 less!)
-Made more compatible with other mods (Didn't test this too much)
-LOTS of bugfixes (Which means less frequent crashes)
-Removed Czech Republic, as there's a cosmetic tag that was implemented in 1.3.3 for that
-Miscellaneous other things
