Changelog:
Fixed some bugs.
Made AI less terrible at building ships.
Made AI better at using ships.
Added steel industry focus to UK.
Added some stuff to Australia.
Increased some weather penalties.
Added decision to tell your AI allies to stay away from your border.
Lowered duration of purge and fixed the timer tooltip.
Added one focus for USA.
Increased HP and gave small AA to submarines to better survive against airplanes.
Decreased submarine torpedo attack to balance the change above.
Added some new ideology icons.
Added soviet decision to burn the baku oil fields. Germany has to wait for it to burn put and then rebuild, bummer. (Untested)
