added boot camp, flight school and submarine school (for details look at the info)
preparations for maybe make them to unlock in research 1st
full multi eng support, ger soon (until then eng)

balancing:
-worker factory: changed "Max Factories in a state: +5%/building" to 2% as a high value doesnt make sense to have more than 24 slots cos its the max
-cost: 8000 -> 8200
-supply factory: these buildings are rather to build when 2ww started as it gives only bonus no malus except the 0,1% bombing damage
-cost: 11600 -> 11800
fixed ai research behaviour for rubber, steel, tungsten, aluminium & chromium
reduced ai research value of war, worker & supply factory and all new industry (except for steel and woker cos they give immediately bonus after research) since they dont build them, they dont need to research them quickly
(still trying to find a way so the ai build them..)

balanced buildings:
War factory:
-change Military factory build speed: 2%/building (was 2,5%)
worker factory:
-adds War factory build speed: 2%/building
-adds Max Factories in a state: +5%/building
-adds once researched +5% Production Efficiency Cap
-change Civilian factory build speed: 2%/building (was 2,5%)
-change Factory output +2,5%/building (was 5%)
Supply factory:
-adds Production Efficiency Retention: +2%/building

almost entirely fixed the constructions screen
added worker factory
added supply factory
reworked war factory
war, worker & supply fatories have a 2% higher air damage per building
reduced war factories shown on map from 3 to 1 (same with other industry now)
removed 0,1% conscription malus for each war factory
war, worker & supply factories stats are in the desc
