To properly download this do the following:

- Unsub Black Ice from workshop
- Uninstall HOI4 and make sure everything is gone from the directory
- Head to PC/Documents/Paradox Interactive/Hearts of Iron IV/workshop and delete the content folder
- Install HOI 4
- Subscribe to BlackIce and activate mod
- Start game and it should be fine
