More convoys annexed after annexation (from 0.3 to 0.4)
Naval base capacity buffed (from 10/level to 20/level ) to cop with the new port capacity
Buffed repair speed to cop with the new HP values (now 0.2)
Reduced COMBAT_EVASION_TO_HIT_CHANCE because DD with high evasion could dodge all the hits
Buffed COMBAT_TORPEDO_CRITICAL_DAMAGE_MULT to 3 because critical hit with torpedoes are devastating)
Reduced critical chance but buffed critical damage (IRL it was citadel or magazines explosion)
