* Fixed the province manufactory view; you can now build manufactories from the provinces and not just the MacroBuilder (HOTFIXED)

* Fixed major calculation issues with the culture spread mechanic that resulted in almost no conversion (previously HOTFIXED)

* Boosted cost of HRE reforms (was too easy to unite the HRE too often)

* Significantly reduced overextension values
* No arbitrary limit for states, instead states vs territories is decided by culture and region
* minimum autonomy for territories reduced to 50%
* Sheriff's offices (and higher level buildings from them) are now 1/state (functioning as a state capital); the bonus to stability they provide is dependent on the % of provinces covered by these buildings. Having one of these buildings in a state gives bonus to development growth, culture conversion, stability, and reduces autonomy.

* Setup for the Schmalkaldic League and 30-Years War (now have two separate league wars with potential benefits/losses from each)
* Reduce possible rivals to 2 (limit the diplomatic problems it causes as the AI still rarely reevaluates)

* Compatibility with 1.23 and Cradle of Civilization DLC
* Adjustments to reinforcement rate and costs (slower rate and lower the cost) in an attempt to give the defender some advantage on their home field but without bankrupting the attacker
* Make use of the new development cost modifier that is Common-Sense only to address balance issues for those without the DLC
* Development cost modifiers in national ideas now affect development growth events
* Reduced Imperial Authority from free cities and number of princes (AI was forming the HRE way too frequently)
* Performance enhancements by limiting some cyclic maintenance operations to relevant provinces and reducing resource-based triggered modifiers to a five-year cycle check
* Modifiers for each age to add general adjustments and help counteract the effects of late-game development growth
* Rise of the Ottomans is significantly nerfed for humans; they get a lesser bonus and only up to 8 cities
* Limited startup text currently available; more to follow

* Expand the Bureaucracy policy is obsolete; replaced with alternative policies which do not affect governance
* Governance is now based on administrative technology level instead of a general variable

* Corruption is no longer reduced by spending gold; instead it reaches an equilibrium based on modifiers including the current age. Sources of corruption have been adjusted extensively

* AI nomads now get help building their capital (unlike a human, it doesn't know how to reform) which will allow nomads who should be reforming to meet the requirements to do so

* Romagna States will now fight (only) defensive wars for the Pope; will be converted to regular subject progression of their overlord changes.
* Can no longer offer tributary status to a nation you are guaranteeing; there is a PDX issue where the guarantee is not removed when they accept leaving the player locked into the guarantee (which takes a diplomatic relations slot) with no way to remove it.

* Move the capital event when forming Spain now gives more options for where to locate it (Madrid, Toledo, Sevilla, Barcelona, Castile)

  • Adjust cost and effect of Placate Rulers action (15 prestige for 5 LD)
  • Trade Wars now has a clear display event for the factors affecting victory
  • Changed the technology requirements for Exploration and added events for early Spanish and Portuguese exploration

Subjects
  • Several adjustments to ultimately fix French Fealties not shifting to normal subject integration
  • Dynastic event for Personal Unions to swap in the event the union senior becomes too weak
  • Fixed an issue where Client States could never be annexed

Events/Missions/Decisions
  • Numerous events for the Castilian Civil War and Trastamera dynasty.
  • Genocide will no longer drive displaced people to your subjects (where they're likely to just die later)
  • Change localisation in Crusades events to make it clearer which provinces are being targeted

General Changes and Fixes
  • Byzantine Decline and Rise of the Ottomans/Turks modifiers will now expire over time if the nations don't fall/expand
  • Adjusted the penalties of the Black Death; any development loss will be offset by adding growth progress (so that when the development growth starts those provinces will recover faster).
  • Seat in Parliament can now only be given to your culture group (still must be primary or accepted culture)
  • Fix Scandinavian units (sailor cost on light ships and localization for tech 21 infantry)

Disasters
  • Internal Conflicts now only requires 0 stability to end (vice 1) and some event choices from the disaster will boost national stability.
  • Internal Conflicts now spawns nationalist rebels; stability restored to the realm if nationalists spin off independent nation
  • Fixed the old Mandate of Heaven disaster to no longer effect those with the DLC

Subjects

  • Fix an error that allowed the stability return from Liberty Desire to be realized against that nation after you/they were free
  • Message that a republic will never accept diplomatic vassalage now prioritized over the message that +190 relations are required.
  • Suzerainties can no longer ally with independent nations; their independence can still be supported (this was to address some buggy effects of allies during independence wars and also balance in the Suzerainties had a huge advantage over other subjects when they could bring outside allies).

Realm Management
  • Fix an error where a colony could end up with multiple ownership buildings of the same type
  • Can now see the development progress of each province in an area by consulting the area in Realm Management events

Events/Missions/Decisions
  • Forming the Roman Empire or Roman Republic no longer changes your culture to Roman; you'll keep your existing primary and accepted cultures
  • Removed the Civil War in Novgorod event which fired after Muscovy was often defeated but referenced them as a cause
  • Fix a potential loop where the Knights would be forced to constantly elect new grandmasters

Setup
  • Fixed the 1309 position of East Africa: expand Ethiopia to their historical holdings and make Adal (sultanate of Ifat) a rebellious suzerainty.
  • Basic Forts in Anatolia protected from destruction in the initial 1309 BYZ/OSM war (could lead to a scenario where both were destroyed meaning OSM couldn't demand the provinces in peace).
  • New events in the 1337 start for the 1343 succession disputes in Naples
