Added latest KI5 vehicle to the ever growing climbable vehicles list

Small rebalance to some vehicles spawning in traffic jams, I do this a lot.

Vehicles with a Green or Yellow locked doors signal on the dashboard cannot be entered via the sunroof or a hatch. If you exit through the sunroof/hatch you can get back in, but if you exit through the sunroof/hatch, jump off the vehicle, get back on the vehicle, the sunroof/hatch will be locked and not enterable if the doors are still locked (as indcated on the vehicle dashboard). This is because vehicle parts such as sunroofs or hatches are not properly made in the vehicle mechanics tab and do not act like doors to just be unlocked/locked, the best I can do is pair it with the dashboard light.

I slightly changed how the keybinds work, you can no longer just hold them down, they must be just pressed within range ("within range" means the distance where, if you were to press "v" or "z" for the vehicle radial menu or the car seat menu, getNearVehicle works and it shows up/runs).

Patch for queuing other timed actions while attempting to climb a vehicle.

Climbing on vehicles has been updated to introduce a little delay, it's no longer an instant teleport to the vehicle roof. Previously, you could kill yourself by holding both get down and get up keybinds at the same time for a few seconds, so that has been fixed with this as well, I guess. This brings this mod very close to finally adding a climbing animation.
