COMPLETE REWORK OF THE COMMANDER ABILITIES (fixes many problems)

AEF:
- Removed P-47 rocket attack
- Removed howitzer, priest and major artillery abilities
- Removed 81mm, 60mm and m21 mortar barrages
- Removed the USF and support strafe runs

BRITISH:
- Removed the Firefly artillery barrage
- Removed Centaur, Land Mattress, Sexton and Valentine artillery barrages
- Removed cover and rapid strafing runs
- Removed direct barrage and Land Mattress dispatch

OKW:
- Removed airborne, coordinated and rocket strafing runs
