- Fixed bug where one couldn't open racial tolerance/military menu.
- Fixed bug where Brahmins estate appeared in most players files.
- Fixed bug where certain races couldn't access their military units as the tech progressed.

- Updated for Anbennar's "The Final Empire" and EU4 v1.37.5.0

- The racial military and tolerances tabs can't be opened right now. (bugfix inc.)
- Be on a lookout for bugs, it seems to function well w/ holds, but I haven't had a chance to test it with any other regional province mechanics which are exposed through new menus - none ought to outright break, but you never know.

- Updated to match latest changes of Dev Points to reduce late-game scaling.
- Made AI build Mage Towers more, hopefully.
- Fixed the sneaky bug where most New World (Aelantir) provinces got no extra dev points for colonizers from 'immigration'. It should apply to any non-ruinborn nations, including spawnables!

(The Dwarf fixes are coming, I swear, some changes need to be made, considering they, in particular, would want several very-high development provinces - how it needs to be done is a whole other ordeal, especially with the whole dev-points being not-so-suitable for extra-tall provinces.)

- Fixed a big oopsie where expanded infrastructure (for you and AI) would increase your global garrison size, not your local garrison size.
