Chaos Focus Tree Changes:
- Updated some AI priorities with focus order
- Added 4% special forces cap to Fortification Focus
- Added 10% HP and 5% infantry attack to Levée en masse
- Improved tooltip readability of Egalité, Liberté, Solidarité
- Experimental Mechanised Unit now spawns 2 divisions
- End [Continent] Communism now correctly gives war goals to the country doing the focus

General Bugfixes:
- Prevented Unclaimed Territory (UNC) from being targeted by events that can target any country
- Prevented UNC from doing anything (training divisions, building, producing equipment...)
- Added a check for if UNC is at peace, forcing them to declare on neighbours if so
- Fixed most tooltips that target particular states/countries/characters to actually be accurate with the target
- 6 It's time to change ideology fourth option now has correct localisation
- 25 German-French pact is now Huge naval range due to issues with Vichy France usually getting auto-annexed
- 40 Mobilization against the Soviet Union changes/fixes
- Players bordering SOV now get 150pp and 10% stability
- Soviet allies no longer declare on SOV and will receive free divisions if they have few enough
- Mobilisation against Soviets idea is now timed and is correctly localised
- Factories spawned for SOV will now spawn in the capital rather than always Moscow
- AI SOV now gets an additional 300pp and 5 divisions
- Neighbouring countries get fewer spawned divisions if SOV is a player
- Player SOV gets additional factories and divisions
- SOV gets an additional option to instead pay political power and stability to neighbours to prevent war
- 73 American-Liberian switch is now reversible if it fires multiple times
- 106 Chaos focus tree? will now never be accepted by the AI unless they have a generic focus tree
- 117 Time to move the capital can now only move the capital to an owned core state
- 134 Every country gets random research slots is now We can focus our army because it was a duplicate of 132
- 142 Dominion of North America no longer gives Canada states that the USA doesn't control
- 185 New random countries has a much lower chance to spawn countries and can't spawn UNC
- 215 You can buy stability is now You can buy war support because it was a duplicate of another event
- 224 Devil deal 8 now correctly removes 4 command power monthly


General Changes:
- Last event is now stored per country and can be viewed in the country-specific section of the chaos window
- Ctrl + click can now be used to increase/decrease values in the chaos window by 50
- Shift or control clicking decrease will now still work if the current value is less than 5 or 50 respectively
- Effects spawned by some scenarios modified
- Added a 12th scenario, Ragnarok
- 43 Civil war in the Soviet Union adjusted so the uprising gets much smaller fraction of the army; also player SOV gets the option to pay to prevent the uprising
- 47 The Great Colonial Crisis now has a 50% chance to remove stability and pp and gain war support, army xp and autonomy instead of having a civil war
- 48 Totalitarian regimes break down now has a 50% chance to remove pp and war support instead of firing a civil war
- 59 Birth of new states has more countries that can be released, and each country only has a chance of being released
- 79 Our generals are brilliant nerfed slightly
- 86 Military coup in unstable states civil war sizes lowered
- 104 Add an ability to your generals nerfed slightly
- 125 Everyone can send volunteers idea nerfed
- 105 A general spends some time in the academy max possible xp gain lowered
- 109 Buy a new core now only costs 100pp
- 118 Hallelujah now has only a 33% chance to nuke each state rather than 50%, and also incurs no war support penalty
- 127 Time to roleplay as Turkey now only removes a core from countries that have more than 3 owned states

Chaos Focus Tree Bugfixes:
- Fix offensive and defensive bonuses being swapped in their respective focuses
- Fix Motorization Effort not giving trains if trains aren't researched
- Fix/redo focus tree filters to be correct and useful
- Preempt Spanish Alignment no longer has incorrect conditions
- Two Ocean Navy Act now requires controlling a coastal state
- Advanced Basing now only affects controlled states
- SAVAK no longer gives operatives from Iran

Chaos Focus Tree Changes:
- Added Netherlands tree
- This tree contains a focus to flip to non-aligned
- Added Uruguay/Paraguay tree
- Added party popularity requirements to a number of focuses
- Added line breaks to many focus tooltips to improve readability
- Focuses generating world tension now generate 1 instead of 2

- Added Demonstration of Military Achievements which allows flipping to fascism
- Coal Liquidization adds 2 refineries instead of 1
- Bulwark Against Bolshevism no longer has political power cost
- French tree
- Replaced Develop the Colonies with [Country] Indivisible, removing the requirement of owning a non-core state
- Extra Research Slot requires 30 factories, down from 50
- Egalité, Liberté, Solidarité now flips to communism in addition to its previous effects
- UK tree
- Motion of No Confidence now fires an event which gives you a choice to retire the current leader
- Added Continental Intervention which gives wargoals on countries which have generated world tension
- Bulgaria tree
- Added Utmost Optimization, requiring 20 factories to start
- USA tree
- Two Ocean Navy Act now grants 20 navy experience
- War Plans Division now grants 10% war support
- China tree
- One China Policy now grants a core on a random Chinese core state
- Iran tree
- Restructure the Army now grants 1% stability
- Protect [Capital] now grants 3 land forts, up from 2

General Bugfixes:
- Fix events firing every 36 days instead of 35 by default
- Fix illegal division not spawning

- Famine now randomly spreads to neighbouring countries
- Lowered the penalties from most devil deal national spirits

Updated the mod for 1.16.*
Fixed a number of crashes/instabilities:
- Removed focus tree switching except to chaos and generic trees (the new character system makes most trees crash for countries they aren't designed for)
- Changed some events that spawn civil wars to make fewer of them
