[WOTC] Remove Scatter

Removed forced disabling of Grenade Scatter, in case anyone wants to use that but still wants to remove rocket scatter.

Added more abilities to BonusRadiusAbilities.

Changed Sabot and Lockon rockets localization to mention they are guaranteed to hit.

Okay for real this time, took out the config that removes Lockon and Sabot hit bonus abilities as they are also affecting crit and that should be kept.

Improved the guaranteed hit change to still allow Sabots to crit.

Changed GuaranteedHitAbilities to not set bIndirectFire to true and added Lockon rocket abilities to the config so they also get bIndirectFire removed as they would have that otherwise.

Switched abilities to use vanilla targeting methods to remove the scatter popup. If you still see "0.0" as a scatter popup and it's not the Nuke, let me know.

Added config for Improved Rocket Targeting for the rocket abilities.

Removed configs for Disposable Rocket Launchers as Iridar updated that mod to remove scatter from it (and the action point cost as well!).
