1. Fixed Players downing while be submerged. (No longer will drown or take damage)

2. Fixed vehicle battery issue (Battery "should" stay charged while using the vehicle)

Vehicle Red Line Damage Has Been Removed (No More Ruined Spark Plugs)

Vehicles Will No Longer Be Destroyed While Being Fully Submerged (The Players Can Still Drown)
