• Having Magloire lead Haiti after victory against the Dominican Revolutionary Front will ensure democracy will prevail in 1968 skeleton election
• Made USA AI a little smarter in African Decolonization

Bugfix:
• Changed back the monthly HCW effects to affect Haiti’s core states, and not Haiti and Communist Haiti’s owned states. The old monthly effects used by unmodded Haitian Civil War made the Haitian Communists too powerful.

• Should Trujillo destroy the Caribbean Legion, USA will never preemptively withdraw from Haiti
• Development Projects will slightly improve SocDev if Haiti is ruled by Magloire or a civilian Lavaud
• Lowered cooldown for Admin Support decisions in African Decolonization
• Removed reinforce rate debuff (overkill) from Homefront mechanic modifier
• When used by AI, Development Programs slightly buff Government control over a random Haitian state
• USA and Japan will be granted military access by their proxies in the West African War
