Lowered devastation from scorched earth, added war exhaustion from being scorched. Thought about events. Tweaked some numbers

Doubled penalties and bonuses for terrain, including from anbennar and the odd empires. Shifted penalties from climate to affect base dev cost rather than real dev cost. Added support for Gods and Kings. Added partial Spanish localization. Lowered devastation gain from all sources other than razing and scorched earth, increased devastation gain from razing and scorched earth. Added bonus for centers of trade dev growth speed.
