Hotfix this morning for the Hide from the Bear just auto-completing.

Apparently "available" now equates to "completion" in the code.

Adjusted the code to require NCR to not exist for it to complete.

Reverting to the old initial focus tree start times as it turns out the 'Exploits' were using Console Commands

Increased starting Focus times due to exploit
