Phantom Assassin's Coup de Grace Manacost from 50 to 0
Phantom Assassin's Coup de Grace Cooldown from 5 to 4

The Bear's Doom duration reduced and manacost increased, scepter radius also reduced
The Bear now needs to actually spend mana to blow things up
