- If Clan Pestilens starts in Sanmal via IEE's MCT, he won't be in war with Rotten Knot and will be fighting Thunderous Sight instead

- expanded the minor factions a bit further:
- Fen Serpents has 2 regions now
- Thunderous Sight has 3 regions now (unless Clan Pestilens starts in Khuresh), Rotten Knot is moved to Tigercage Isle where VCoast has a loreful presence (according to Khuresh fan project)
- Hell Gate has 2 regions now
- added MCT option (default off) for Mist Dragons and Marsh Hornets to have an additional region each

All changes have been made with compatibility and game balance in mind

KNOWN ISSUE: If Clan Pestilens starts in Sanmal, Khuresh it is still at war with Rotten Knot instead of Clan Thunderous Sight
