-All military high command army XP rates increased massively.

-Further theorist buffs and changes.

-Logistics Drive focus nerfed.

-Max generals army size is now 10 units.

-Flexible Economy nerfed slightly.

-The game is no longer locked at 3 speed. Vanilla speeds are back!

-Peace deal removed and victory event fired for capitulation victories!
