Reworked all gold fields and gold mines on the map, that resource had been a bit lacking in historical accuracy

-Added a little bit more rubber to the map
-Added Automatic Irrigation PM for rubber plantations. Usually that would be out of the scope of my mod, but it's already announced to be added next patch anyway, and doubling rubber production will help with shortages.

-Adjusted Korea's starting population distribution and pop capacity (arable land) to be more historical
-Improved Brazil's starting position a bit
-Added some more potential for mines to Asian high-pop states
-Increased potency of certain mining state traits

-Added a little more arable land to China (it's the last time, I swear)
-Added North Sea Fishing trait to Jutland
-Added more fishing wharves to Peru (big miss, they have a lot more in my research document but somehow that didn't make it into my mod until now)
-Made high pop modifier a little more lenient (applies at 5000 per arable land instead of 4500 now) and low pop modifier apply longer (up to 3500 per arable land instead of 3000)

-Added Malaria to Haiti
-Added state traits for Norton's Flavor Mod and Warm Water Ports (why is it not called Cold Water Ports?), so those two mods are compatible now. The traits won't show up if you're not using those mods.
-Changed file names of state files to make sure they are loaded last. If you're using a mod that edits states, now it's the other mod that will be overwritten, rather than mine.

-Increased arable land of the Russian Empire from ~25k to ~29.5k (roughly equivalent to 148 million people in 1920)
