Removed custom pop growth defines for now, since they apparently aren't working correctly anymore and I can't figure out why not.

-Moved British starting fertilizer factories to East Anglia (only established in the 1850s but it's still a more historical spot) and gave the state two starting sulfur mines
-Added iron and sulfur throughput bonus to Norwegian fjord traits, while removing the iron bonus from Kongsberg
-Another adjustment to grain farm pms, the last one now gives a big jump in output to represent the impact that artificial fertilizers had, while earlier pms only provide small improvements
-Changed Russian localization for the state trait in Lorraine from the wrong word (blowjob) to the correct word (Minette)

-Increased severity of many negative harvest conditions such as droughts, with so many positive traits at 50% throughput bonus or more, vanilla harvest conditions with their -10% throughput malus seemed inconsequential, significantly reduced their frequency to compensate
-Removed decentralized country building throughput malus (-40%) to prevent decentralized peasants from starving all the time, it's not like they can build anything anyway, and their subsistence farms shouldn't be worse than normal ones
-More resource potential balance adjustments, mostly in agriculture
-Improved Black Soil state trait, made Volcanic Soil trait worse for agriculture
-Added "Intensive Agriculture" state trait that boosts agriculture and ranching throughput to states in England, the Low Countries, China and Japan that did develop historically signficiant intensive agriculture

Added subsistence farms back to the agriculture group so they can be collectivized - that also means they benefit from agriculture throughput modifiers again.

-Rewrote building group changes to be more compatible with other mods/easier to update
-Adjusted slave consumption in subsistence farms to match that of peasants - for some reason they put that in the defines rather than the pop type file like for peasants
-Reduced the wealth of slaves from 8 to 7 average and 12 to 10 maximum.
-Significantly reduced the factor by which population in an uncolonized state can slow down colonization
