-Adjusted farms in Persia

-Made Sahara states only colonizable with Malaria Prevention

-Update for 1.8, including among others:
--Removed Dutch barracks again because they now added the starting army
--Added starting ownerships for companies
--Incorporates Indian state changes including starting buildings

-Small balance change: quartered the number of aristocrats/clergymen/bureaucrats employed in manor houses, to help them avoid being unstaffed due to low numbers of qualified pops
