# Bugfixes and enhancements:
- Fixed a GUI issue in the buildings list where the National Stockpiles text would clip with the expand building button
- Fixed an issue where Honorable Restoration Journal Entry doesn't instantly complete if you win a civil war against the shogunate, as opposed to vanilla. Should work properly now
- Fixed various issues with the Ultra historical politics mod integration, and added a missing ideology too, and modified the ideologies approval of certain laws
- Removed "Investments" as a pop need, to reduce lag and improve performance
- Merged "Popular art" and "luxury news" pop needs into one news pop need, to reduce lag and improve performance
- Removed healthcare & education as pop needs, as i found out pop needs calculations are a major cause of lag, this should improve performance
- Definitely fixed the issue where it would show the same interest group arguing with itself in the "argument in the newspaper" event
- Fixed a few reported CTDs
- Fixed a visual localization bug with characters names where it would sometimes show a weird color, or turn into complete whiteness
- Prussian-Formed Germany now has the heir name as "Crown Prince" instead of Austrian "Archduke"
- United Baltic Duchy now has East German as primary culture
- Replaced the loading tip background with a cool TGR Premium one
- Fixed 90% of the errors in the error log. There shouldn't be any errors logging when playing the game now, and some crashes and OOS issues are expected to be fixed
- Corrected the flag of Province of Caucasus (Transcaucasia), added a Russian eagle
- The Austria-Hungary (Dual Monarchy) journal entry will now fail if Hungary exists & not at war or in a diplo play with Austria, instead of just failing if Hungarians are trying to secede
- Added an Ottoman AI Buff for the Turkish-Egyptian War
- Reduced open market wargoal value for the AI
- The Egypt prestige debuff will now last for 10 years instead of 5, as many players said they couldn't do the war within 5 years of the game start.
- Fixed a bug where even if the private construction controls had art academies and synthetics plants turned off, they would still be built. Should be fixed now.
- Fixed a bug where the governor of a state would not change with state ownership change. Now, simply unpause for a month and a monthly script should remove the old governor and place a new one.
- Greatly nerfed "international trade" and "Education" goods production
- Fixed a bug where land trade capacity modifiers were not added to technologies
- Fixed an issue where you couldn't release Monaco, San Marino, Andora and Liechtenstein after owning / annexing them
- Boer culture now has small arms obsession
- Fixed a bug where Yankee & Dixie cultures did not have obsessions for small arms & ammunition
- Removed governors from ministers selection list
- Fixed an issue where it would show ghost generals when clicking "mobilize all generals" button
- Fixed clipping information on the building construction map panel
- Re-added Conquest of Algeria journal entry to France
- Fixed arable land issues in North America
- Fixed a bug where it wouldn't let you go past the "change a production method" tutorial step
- Fixed a bug which made you have to click the "assign" button multiple times for ministers before succeeding to appoint one

- Military buildings no longer consume infrastructure
- Added a tooltip to "Ending discrimination" journal entry to specify that the intelligentsia leader is who needs to have one of the ideologies specified.
- Updated and fixed some localization
- Fixed a bug where if Governors became rulers, they would still retain the "Governor" title
- Fixed an error where it would sometimes show the incorrect amount of generals in the military panel tab
- Fixed a bug where it would show the pharmaceuticals industry throughput under ministry of health as "school" throughput. it actually was a localization error, fixed it!
- Fixed a bug where "Join Wars" action did not work
- Wallachia and Moldovia now have National Supremacy
- Cooperative ownership investment pool restored, it can also subsidize all buildings now, and now has investment pool efficiency for laborers, shopkeepers & farmers
- Fixed a bug where it would not let you start a treaty port diplomatic play against non-unrecognized nations

# New features:
- You can now demote commanders, reworked how promote/demote buttons look in character panel & now the rank shows there as well
- Compatibility with all languages supported by Victoria 3. The text will not show weird characters, it will not show in English either. We translated every single new line, to every single language supported by the game! Some slight issues may exist.

- Increased construction sector limit per state from technologies
- Ministers no longer get command limit debuff
- Fixed a bug where automatic selection of ministers would result in 5 years old children becoming ministers of education
- Korean Teachers will no longer appear nude
- Fixed a bug in the organized crime event & some other events which gave a modifier with insane stability
- Fixed an issue with the Kazakh states missing the vanilla flags, i re-enabled them
- Fixed North German Federation non-monarchist dynamic names
- Added a fascist flag to Italy when council republic, cooperative economy and autocracy
- Fixed a CTD & OOS caused by dynamic countries names
- Fixed an issue in various Spanish Flavor events giving non-existent modifiers
- Fixed french political events not firing and the Empire path being blocked due to bugs, should work properly now
- Added more explicit information to Roman Republic events and JE concerning foreign intervention
- Roman Republic can no longer form Italy
- Fixed Garibaldi not appearing as leader for Rome after the coup
- Fixed an issue where it would spawn Napoleon III in a different name
- Fixed a bug with the new investment system where as soon as you invest one building it will not let you invest anymore & won't conduct the investment
- Fixed a bug where landowners leader would sometimes appear as abolitionist. Now, there's a monthly check for Landowners leader to see if they're abolitionist. If they are, it will kill the leader
- Fixed the issue with trade routes and trade centers where it would always be unprofitable and trade is almost non-existent
- Added missing ideologies from Ultra Historical Politics mod & therefore fixed the broken ideology journal entries
- Tweaked AI buffs & TGR AI Enhancement Script. With high AI buffs, the AI should perform significantly better
- Renamed Inorganic Chemistry to Organic Chemistry, with a new description. Thanks to Matt!
- Fixed an issue where the AI would be so backward in technologies due to researching unnecessary tier 3 techs at game start. With AI buffs enabled, AI will get a huge tech spread buff
- Tweaked the country panel colonization information display, to fix the issue where the text would get cut off by modifiers
- Fixed an issue where it would show a smiley face when clicking on a German state above Frankfurt
- Fixed Holy Roman Empire dynamic name
- Cooperative ownership now disables the investment pool
- Fixed some missing Ottoman journal entries localization
- Fixed an issue where opera houses might not be buildable in some states and there won't be a tooltip explaining why, a tooltip was now fixed and added
- Berri-Nevers state in France is now called Berry-Nevers, name correction
- Fixed Roman Empire & Holy Roman Empire borders to include newly added states
- Fixed a bug with pop qualifications and pops not getting hired frequently

# Bugfixes and enhancements:
- Fixed a bug where building spy networks does not increase agency intelligence experience as it should - it now does
- Fixed a bug where spy network strength would not max out and stop at 100 as it should
- Fixed a bug where governors wouldn't show up in the intelligence agency assassination target list
- Fixed/increased arable land in the UK. There will be more arable land reworks in upcoming patches
- Fixed a bug where Korean doctors would appear... naked
- Removed the migration rework we implemented in 1.7.0 until we find a better balance
- Fixed the ruler title of the ruler of a free city state, it is now "President" for democratic free cities
- Fixed some missing localization and tooltips
- Fixed a broken requirement in "Secure North German Unity" decision

- Fixed the bald heir bug
- Enhanced country panel UI to make it always show all countries cultures for countries with more than one culture (it used to show three dots, now it's more clear)
- State traits are now showing in map construction interaction list
- Fixed an issue where it was not possible to build more than one sky scraper in the entire country
- Removed ports maximum limit
- Now you can change game rules in-game without needing to click on switch country. Simply press Esc, and click on "Game Rules"
- 100% fixed the bug where it would usually say that two colonial powers are colonizing a place when it's not true
- Fixed the issue where the AI tended to be very passive and not start diplo plays, and permanently had -75 confidence in diplo plays.
- Remove eight banners from china - too much lag

# New content:
- New Intelligence System, an entire new DLC! You can start an intelligence agency, recruit spies, research agency upgrades and upgrade your agency, unlock operations and do both internal and foreign operations. Spy networks, and so much depth added to it!
- Prime Ministers & Vice-Presidents now exist, with special names for certain countries
- Local state governors system! Each state has a Governor now. Governors are not interest group leaders, not military comamnders. Governors are new role and character type!
- Added a new system and Interface to for private construction controls, where the player can choose which buildings be allowed to be built by the private investment pool nationally and in a state-per-state basis.
- National Stockpiles system! Completely new Stockpiles system added to the game, with a button in the lens to the bottom of the screen. You can stockpile and release goods, and build more warehouses. National Stockpiles are now a new government building.
- Reworked Institutions system to Ministries and ministers! Actual cabinet system now! USA has "Departments and Secretaries" instead of ministries.
- New Stock Exchange system, reworked publicly traded production method and added new goods: public equity, company stock and investments! Treasury bonds are also produced in the central bank
- Spanish Civil War flavor and content, so many events during the war too. Added so much new content and flavor for Carlist & Isabella paths. Carlists have events and content about conquering South America, will get claims on them, and state reform. Isabella must reform the state after the civil war or otherwise, another Carlist war will trigger!
- New Ottoman flavor, Ottoman clothes and historical sultans, also added a new journal entry for the eastern Armenian crisis, historical ottoman railways journal entries like Hejaz and Baghdad Railways.
- Reworked the colonization system: Visual improvements, berlin conference claims and removed legacy colonization button, colonial capacity now showing in the topbar, colonization status and progress bar when you click on a nation.
- Build government administration to raise Taxation capacity & build railways to increase market access decisions are now new buttons in the buildings tab
- Special custom "Pasha "name ending for Ottoman officials
- New Administrative strength character stat that determines the administrative strength of that character, affects modifiers to your country.
- Reworked the foreign economic investment system, with new interface and user-friendly UI, added all buildings possible, all.
- Added Call to arms & Join Wars features
- Huge Map rework, added so many new states to eastern Europe, reworked Korean map, added some new state regions, grand overhaul to Russia's map & France got so many new states, fixed all issues with Argentina & Canada states and cities. SO MANY NEW CITIES
- Overlord's ruler will be showing in the country panel for subjects now
- New law groups: Labor Unions law group, minimum wage law group, press rights law group, penal system law group, gun control law group, currency standard law group.
- Pop need for small arms and ammunition
- New inflation system! Inflation rate is a scaled modifier that is applied to your country depending on your inflation. Inflation is influenced by expensive goods, goods in shortage and central bank policy.
- Innovation Sharing diplomatic action
- Mormon flavor for the USA. More detailed flavor content for the tensions in Missouri, to the Mormon extermination order, escape to Illinois, then migration to Utah, etc.
- Added more Mormon pops in historical places in USA
- The Congo recipient is now elected in the berlin conference
- Added Activate and deactivate all conscripts buttons
- New flavor content:
- Addition of the Mexican expedition for Imperial France
Napoleonic France can now invade a Republican Mexico if the existence of the CSA block USA from enforcing the Monroe Doctrine. Be succeeding, France ensure the creation of a new Mexican Empire led by Maximilian von Hapsburg with a new flag.
- Franco-Prussian War fully implemented
The Elm dispatch can now be triggered by the North German Confederation with the "Secure South German Unity" decision, France will have to decide to act or not. If the war was to be lost by the Germans, France could take the Rhine if claimed by decision. But bewear, as the intrusion of France on German territory could force the Germans states to unify in a GrossDeutschland.
- Decisions for France to claim the Catholic Benelux
France was stripped of it's natural border, it is up to the 2nd Empire to reclaim it. By claiming the Benelux with a decision, France can now try to invade Belgium and even ask for the buying of Luxembourg to it's owner the King of the Netherlands if France managed to won the Franco-Prussian War
- Roman Republic path added to the Papal States (JE, events)
As the springtime of the people sweeps across Europe, the powder is set alight in Rome where the "Liberal Aggitation" has been seeking concessions from the Papal power since the Congress of Vienna. The demise of the Pontiff will however attract the wrath of countries like France and the Kingdom of the Two Sicilies who will most likely try to....
