# Bugfixes and enhancements:
- Made fully compatible with 1.3, and integrated all new content from 1.3 except for some flavor that we made in TGR that we think is better
- Fixed some localization issues
- Added a monthly script to delete all heavy industry buildings if you have banned industry law and just conquered a land with heavy industry factories (yep in vanilla they only delete once you enact the law and you can keep the buildings in newly conquered lands)
- Some other enhancements and bug fixes on the side that I did not take a note of.

- Scramble for Africa game date restriction game rule now locks it until 1880 rather than 1850

- American Victory in the Mexican-American War will now lead to California being automatically annexed by the USA
- Restored consumption based taxation instead of per-capita to the USA as it better represents taxation in the USA at this time period

- Fixed a rare bug with some wars automatically peace-ing out
- The restriction for publishing houses not allowed construction if there's an input shortage is now applied only to AI countries
- Fixed the colonization bug which would get stuck at the end of first phase
- Fixed a bug where if you were sending/receiving innovation with a country that no longer exists, you would keep the modifiers. Now, the modifiers will go away if this happens (monthly script)
- Added a tooltip to the colonization progress bar to display progress details
- Added a game rule to enable/disable spy agencies. Default: Enabled
- Added a game rule to enable/disable state governors. Default: Enabled
- Localization fixes and improvements
- Adjusted some laws effects to optimize gameplay, including officers laws, made national militia and mass conscription more attractive, lowered disapproval coming from state atheism and gun control for rural folk and devout, and some more changes to SOL gain from laws

# New Music Additions
- Added "Partant pour la Syrie" and "La Vie En Rose" to the French music track

# Performance Improvements:
- There will be significantly less buildings everywhere, which means late-game performance is expected to be significantly improved for new saves

# Bugfixes and enhancements:
- Literacy requirement for Chinese reform is now fixed amount, requires over 30% literacy
- Fixed a visual issue where there would be mega cities everywhere and states are overbuilt on the map
- Fixed missing Morgenrote journal entries
- Fixed event spam of god-worshiping society missionaries
- Fixed a bug where wars would sometimes bug and automatically peace out in early game
- Financial deterioration cap is now 20 instead of 10, and businesses will now try to reopen in 2 years instead of 3
- Fixed a bug where financial deterioration wouldn't reset after a business reopens
- Added a dynamic name for "French Republic" instead of "Republic of France"
- Fixed an issue where Cascadia would always be formed by AI, therefore breaking Canadian content
- Fixed a bug where Texan characters like Samuel Houston and Lamar Mirabeau would sometimes spawn for Mexico
- AI will no longer overbuild universities
- Fixed a visual bug where it would not show the advanced colonization progress
- Fixed a localization bug that was displaying the incorrect return on investment amounts. We actually nerfed the returns on investment by 60% in an earlier patch, but forgot to update the localization
- Fixed a major bug with the colonization system where countries would sometimes bug out in a colonial dispute with observer nations / non-existent countries. Whenever this happens, the dispute will end itself and colonization will reset from the advanced phase and continue as normal
- "Encourage Urban Services" decree now increases Financial institutions throughput (banks)
- Subjects and Overlords can now use the "Call to Arms" and "Join Wars" diplomatic action without needing to be in an alliance, because the subject relationship is already kind of an alliance

# New features and content:
- Added a Mixed-Market economic law, A balanced economic system that combines the principles of Laissez-Faire and Interventionism, fostering growth through market competition while maintaining stability through strategic government intervention
- Implemented a human-like AI Construction script which improves AI decision making utilizing the private construction controls system offered by TGR. Players can also automate their construction through the private construction controls window. With this system in place, AI buffs are no longer needed, therefore they were removed

- Fixed a bug with the investment system where it would not apply the investment cost & would lock you out of investing any further
- Fixed a bug where it did not allow you to build any national stockpile warehouses
- Added gold mines to the private construction controls panel
- Upper and Lower Canada now have railways at game start
- Fixed a bug where business financial deterioration might go over 10, it's supposed to max out and stop at 10 when a business goes bankrupt
- Fixed a bug where it allowed you to disable all production in a specific building, via the new "no production" production methods
- Added a "No telephones production" production method
- Nerfed Stock Exchanges slightly
- Fixed a bug where the private construction would sometimes build shipyards in non-coastal states, huge oversight

- Made it so Great Powers will never accept an offer to join another market, to avoid bugs like Britain joining the Belgian market
- Fixed a bug with the Plombieres Agreement where it would sometimes trigger while France is a Republic
- Implemented a monthly script that ends senseless wars, wars between countries with no coast and no bordering states (example: Andorra and the United States, assuming borders never changed since 1836.1.1)
- You will now gain progress in "The Great Game: Persia" journal entry if Persia is your subject
- Fixed a bug where it would not let you colonize the small nations in Oceania
- Added 50% private construction allocation to cooperative ownership, it missing was an oversight
- Nerfed investment efficiency buffs from laws & lower taxation policies
- Greatly nerfed the success chance of the "Attempt a coup" operation
- Fixed a bug where releaseables would sometimes give you a crazy amount of inflation the first inflation report after release
- Independent Opera House Production Method will now employ Academics and give ownership shares to Academics, instead of half capitalist and half academics

# New features and content:
- Added more details about bankrupt businesses in the budget panel, with a button and window to bailout all businesses or bailout businesses of specific types
- New QOL Improvements for the Private Construction Controls Panel: Now you can click on the state name in the "All States View" to enable/disable construction in that state for all buildings at once, a new "Reset/Toggle" button was added for both National Standards and All States View that resets all buildings in all states/nationally to allow/disallow construction at once. Also you can now click on a building icon in the "All States View" to enable/disable that building type in all your states
- Updated the U.S. Dollar and Russian Ruble currency icons
- Added the Gulden & Krone currencies to Austria. When Austria adopts the gold standard, their currency will dynamically change from the Gulden to the Krone, the exact same way it happened historically

- Fixed a bug with recognized nations diplomatic actions that would some time bug out, like Japan and USA

- Modified the spanish civil war incorporation journal entry to require at least 10% loyalists instead of 20%
- Fixed a bug with the organized crime suppressed modifier where it gave a huge number of stability unintentionally
- Now, you can only survey the suez or panama after 1852
- Fixed an issue with the national stockpiles where it was not possible to build any at all, due to a bug
- Fixed a bug with the Public Trading journal entry which always remained at zero progression

# New features and content:
- Implemented a new Business Health system, which indicates the building's financial health. If a building reaches 10 financial deterioration, it will close its doors and shut down, then attempt to re-open in 3 years, unless the government bails them out
- Added the Franc & Russian Ruble as new currencies

- Completely reworked technologies weights, now the AI will always research older technologies (lower tier techs) before jumping to higher tiers
- Fixed a bug where Minister of Immigration Affairs effects wouldn't show in a tooltip
- Restored missing Literacy graph from vanilla
- Cascadia is no longer formable by AI as it breaks Canadian content
- Increased ai values of chemical plants and explosives pms

# New features:
- Implemented a new currency system. For the moment, when you play the USA you will get the dollar, and when you play any other country you will get the British sterling
- Added a huge taxation capacity debuff to Russia at game start. To get rid of that debuff, you need to complete a newly added journal entry called "Bureaucratic Reform"
- Added a 90-days cooldown to changing tax rate via the budget panel
- Monarchies now have a decision for the ruler to give a speech to increase war support by 50, usable every 10 years
