# Bug fixes, new features and enhancements:
- Added a population growth game rule. You can now choose whether you'd like to have vanilla pop growth values, or The Great Rework values.
- Fixed Trucial States dynamic name.
- Increased maximum generals\admirals to 50 from 20.
- Rebalanced AI White peace desirability just a bit.
- Notifications filter integrated.
- AI will now make demands at Berlin Conference.
- Fixed some typos in the game rules.
- Fixed an issue where the Berlin Conference journal entry would constantly retrigger.
- Fixed an issue where AI would always violate Berlin Conference and get pariah infamy, should never happen now, AI will only join and never violate.
- Made the "Momentum increases clout" event hidden.
- Fixed an issue where there were two Imperial Federation formables.
- Liberia starts as a US protectorate once again.
- Nerfed Austria by adding the following laws at game start: Serfdom, Land-based taxation from per-capita taxation, no schools from public schools, no police from local police, traditionalism economic law from interventionism, no women's rights from propertied women
- Fixed an issue where term limits traits modifiers did not apply - should apply now.

# Bug fixes, new features and enhancements:
- Added a game rule to control Scramble For Africa requirements.
- Fixed a bug where Scramble For Africa never triggered. Launch your save now and it should work perfectly!
- Violate Treaty of Paris (Swiss Neutrality) decision is now only shown to countries that have interest in South Germany (Switzerland region).
- Fixed a bug where AI USA never used Manifest Destiny decision.
- Fixed a bug where art academies were not used by Investment pool.
- Integrated missing parts of Norton Flavor Mod: Now, the autocracy trait will be added to every autocratic ruler, republics will get more election events, with term limits traits.
- Changed Scramble For Africa to require Quinine instead of Malaria Prevention.
- Portugal now starts with legacy slavery.

# Bug fixes, new features and enhancements:
- Reversed decentralization of African nations. Now, there's a game rule to select how you'd like to have the world centralization be. You can have all nations centralized and playable, keep vanilla settings or decentralize all African nations except for North Africa, South Africa and Ethiopia.
- New Guarantee Independence diplomatic action.
- New Africa is now called Black Belt Republic.
- New game rule for "Monroe Doctrine". If Enabled, USA Will start the game guaranteeing independence of All South American Nations. If Disabled, it will be vanilla settings. Default rule is Disabled. We recommend keeping it disabled if you're planning on playing a south american nation.
- Mod Version now shows at the pause screen, and the main menu.
- Instead of giving insane infamy for withdrawing from\violating the Berlin Conference Treaty, now the violator will get a modifier that gives negative prestige and infamy decay instead, with some infamy.
- Fixed the CSA and Dutch East Indies names.
- Fixed a bug where banks were not built by investment pool.
- Integrated NFM latest update (legitimacy fixes in laws).

# Bugfixes and enhancements:
- Fixed a bug where luxury factories were built in all nations that have manufactories researched including desert and uncivilized countries. Now, they will only be available for Major Powers at game start. Which will also fix the bug that led to crazy demand for luxury stuff in poor countries (more supply > more demand, we're cutting supply).
- Base construction was increased by 5 points (from 5 to 10)
- Updated ARoAI
- Fixed dynamic names bugs with South Africna Republic, Confederate States of America and Heavenly Kingdom
- Portugal is now blue once again
- Fixed a typo in an institution name
- Removed Best Order mod

# New features and integrations:
- Biggest mechanic ever made for Victoria 3 yet! Conference of Berlin and The Scramble For Africa! The way how all of this works is, at the start of game, all nations will have a global journal entry added to them counting to when the Conference of Berlin will be held, certain conditions must be met in order for it to fire. Once these conditions are met, an international conference will be called in Berlin to discuss the future of the colonization of Africa. Before the conference, no one will be able to colonize in Africa, no one. Countries will be able to claim regions of Africa and sign agreements. Claiming a region in Africa will give you a colonization speed buff in that specific region. Colonizing in a non-claimed region after the conference will give you a 50% debuff. The Berlin Conference is a journal entry that's 31 months long. This new feature is really big and was explained in depth in our discord (https://discord.gg/Zgfhkys3hV) join to learn more!

# Bugfixes and enhancements:
- Fixed an issue where North German Federation was called Kingdom of North German Federation, should be called NGF now.
- Fixed an issue where US States had a modifier with no effects and no icons, was an oversight on my end. The effects and icons should be visible now.
- Fixed an issue where Emancipation Proclamation never triggered and therefore slavery would never be banned. Now, it should always trigger during the civil war or right after it ends.
- Twekaed Radicalism a little bit, made it so revolutions happen just a little bit less often.
- Fixed Employ Garibaladi error log spam issue.
- Danubian Federation is now a formable for both: Hungary, Austria and Austria-Hungary with the condition that they have multiculturalism.

# New features and integrations:
- British War Flag added.
- Updated Historical Figures mod, which now displays a wikipedia brief of most historical characters in the trait description.
- Remapped Madagascar.

- Granted Japan a 10-years buff at game start so they have an easier time growing, the need for this was noticed after the additions of centralization laws.
- Italy is now a Kingdom instead of an Empire.
- Added a Seek Recognition decision, that allows unrecognized powers to become recognized without the need to go to war.
- Integrated NFM AI Political strategies (forgot to integrate them last update).
- Fixed an issue where Napoleon was called King instead of Emperor.
- Fixed some countries names, including Austria-Hungary.
- Fixed pop growth effects.
- Fixed "Duration of War" acceptance score in wars.
- Switzerland is now a Confederation at game start.
- Universities give 10% education access once again.
