Fixes:
Restored basic functionality.

TODO:
Units added in the last year are not covered by army templates. All army templates probably need at least minor updates.
Chaos army templates ought be...attempted.
Diplomacy personalities need re-checked for functionality.
New "elite armies" personalities need to be understood.
AI "victory regions" need redone, as many factions' conquest pointers were deprecated.

Fixes:
Source of end turn crash isolated to cai_personalities_strategic_deal_components.
After re-iterating the table nearly three dozen times with no success, the aggression increases from the table have been removed along with the table itself.

Content:
Peace deal component evaluation rebalanced for most AI factions.

Compatibility:
Removed vanilla army compositions which are no longer extant.
Updated peace deal components due to maximum long distance bonus being higher.

Personalities:
Found out I never actually got to fine tuning settlement decision policies.
Occupation Policy components and component weights added.

Diplomacy:
Reduced "money requested" multiplier for most AI factions that had a x4 multiplier by x0.5 (to x3.5).
Rogue army money requested multiplier increased to x10.

Experimental:
Began work on diplomacy context handling. Due due the fact that many diplomatic deals are not properly labeled in the GDS (AI-related tables contained within packfiles), testing and implementation must be handled incrementally by deal type.

Construction System:
Contextual hints for problem buildings working excellently, but has caused defensive buildings to be neglected in some cases.
Doubled priority of garrisons and walls as a result.

Note to self:
Proceed with contextual construction hints for any other faction you see building T5-cap buildings in minor settlements.

Construction System:
Reorganized the entirety of the Construction System's lowest level for easier management and in preparation for probable expansion of construction templates.
All military buildings should now be constructed only once per province.:
Contextual pointers added for several factions known to have issues with putting buildings that end at T5 in minor settlements. At present, this is mostly limited to binary hints that discourage placement in minor and encourage it in majors. If further testing determines that this is beneficial, it will be expanded to other factions which are likely to suffer from this issue, but are not confirmed to.
