Fixes:
Deleted empty row in sensitive table that didn't get datacored.

Task Management:
Minimum aggression ramp tied to difficulty now.

Compatibility:
All military_generator tables are now datacored and contain vanilla templates and pointers. This is a potential fix for certain factions not recruiting units.

Task Management:
AI ramping now starts at a higher aggression level and ramps significantly faster. This is a potential fix for lack of recruitment and lack of strategic aggression.

Strategic assessment:
Threat generated from proximity quadrupled.

Removed all instances of priority zero army templates due to load crash.

Task Management:
Increased priority for most attack/defend tasks. Increased priority of attack tasks vs Human are not yet touched, but planned.

Diplomatic and Strategic Planning:
Threat generation based on attitude and proximity increased 50% for non-Chaos AI's.
Threat generation based on attitude and proximity increased 100% for Chaos AI's.
