Meteor Hammer and Starforge Seal cooldown reduced from 16 sec to 15 sec

Meteor Hammer burn damage increased from 50 per second to 50 + 2% of max. health per second

Starforge Seal burning damage changed from 75 per second to 50 + 3% of max. health per second
(percentage damage is 3 times weaker against creeps)

Starforge Seal explosion no longer knocks back enemies

Fixed an issue where Starforge Seal and Meteor Hammer were not given to Arc Warden clone

Starforge Seal no longer interrupts forced movement (such as Primal Beast's ultimate)
