Now Friendly Non-Player Techs can help players defend
Protect now can react to allies under attack, namely Fetch, Mine, and Charge
Advanced AIs can respond to base attacks
Allied base turrets should now randomly move correctly
Base turrets should no longer randomly fire with no enemies present
Enemy base turrets will remain rotating when not in combat to make their presense more obvious

Made AI land-based pathfinding space based on a 2D plane in relation to the world rather than a 3D one to allow combat and base approach spacing to be more reasonable

Population spawning is now hard-restricted based on what the player's highest corp unlocked is.

Enemy Sieges now have a 10 minute startup time on save load before they can occur.
This should grant an opening for players returning to their saves.
Also permits saving and quitting the game to delay a siege if it gets too dangerous.

New overhead UI for different AI driving types to allow enemies to be read a little more easier.
