Rewrote some stuff, tried to get to the roots in code to strategically change. Also fixed up GameUtil timeslice applying so the values seen in game reflect actual values more.
Removed some of the config as I assume anyone using this would be fine with having effects lengthened.
Should work with spaced out, didn't test without it.

Also implemented duration adjustment of anything the game considers an "Effect", which I think includes Morale bonuses.
Because I understand you may not want heat stroke or whatever diseases to last a lot longer, there's also a config value to extend negative effects. False by default.
If you just want the longer cycles with no further adjustment to gameplay, there's a config value for that. True by default.
