v1.3.23 - if the city is ready to expand and/or the city is already expanding, then there will be no population loss from insufficient wood maintenance anymore as this seems to have stopped/reset the expansion in certain cases

- in the objective "council of elders" you can now ask advise as to the adverse effects of a social reform (from the society skill tree). Note: you might have to click the "ask for assesment of governance" option first, so the new task gets loaded.

- in order to ease early game your king now gives +1 local authority if he governs the capital city

- fixed a bug where reform severity was not calculated correctly for lower difficulties re the -25% from the "rule of many" skill

- localized some more varibles for better performance

- assimilation resistance of AI factions based on governance skills researched by them and not by the player will be restricted to -100% max, since AI seems a bit too happy to research society skills (more than anticipated)

- reduced the probability of governance events, since they seemed a bit too spammy
