Been a while since last release, but this should improve a few things.

- Fixed spy count not being visible.
- Made AI only sabotage countries they very much dislike.
- Improved localisation.
- Re-added boost popularity and stage coups.

Prevented AI from making vanilla spy agencies. (Hopefully)
