- Yugoslavia now must ask Italy if it does the path to take Albania, and can be denied it
- Japan now gains a Spirit when they do the Liaison Conference which gives them +400% time to wargoal justifications that will go away after they dec on the allies. This is to prevent doing Long War for the bonuses and then manually justifying
- Manually justifying on the Soviets as Germany no longer allows you to bypass having the missions to take German Cities. It will add them in all situations where the Axis are the aggressor for Barbarossa
- When Japan does Strike the West and includes the U.S. it will not auto remove the Neutrality ideas from them instead of making them click the decision
- RAJ EIC Path is gone

- Added an improved Host Tool from NSB but created by Fullchord. I then further added the ability to add and remove tension with it in addition to its other benefits like puppeting/freeing countries (which can be used to add countries to a faction if need be), adding resources, or different tech bonuses. Comes with better Events as well when used.

- Fixed a bug with motorized infantry not having the correct speed

- Updated the Naval Testing Decisions to also create 36 cruisers, fixing the Torpedo Cruisers, and tweaked starting armor on 39 ships
- Air Controller Trait Carrier Naval Air Targeting Factor increased from 10% to 20%
- Flight Deck Manager Trait Sortie Efficiency increased from 10% to 20%
- Caustic Personality Ships at Battle Start Debuff reduced from -25% to -10%
- Dual Purpose IC increased from 14.5/17 -> 15/18
- Fuel usage for motorized type brigades standardized to 20%
- Special Forces Equipment is now marked as required in divs that use it
- Fixed a number of divisions not having the correct equipment assigned for controlling speed
- Fixed Doctrine Issue with Fire Brigades not giving 5 org to infantry (thanks Avarice)
- Fixed Central Planning to only give radios to things that normally are given radios so as not to buff the stats of support companies to a high degree. This will require less radios but be a net nerf as there aren't free stats in all battalions now

- Org Debuff to Artillery and AT reduced from -3 to -2
- Engineer, Maintenance, and Recon companies once again have 20 org
- Engineer and Recon multiplicative buff to org increased from 4% to 5%
- Navy Training Experience Factor 0.2 -> 0.25
- Fixed Localization for Canadian Air High Command
- Super Heavy Howitzers and SP Super Heavy Howitzers can now have 50 mills on them
- They also both have 75% reliability instead of 70%
- Super Heavy Howitzer Steel 40 -> 30
- SP Super Heavy Howitzer Steel 40 -> 30 and Tungsten 30 -> 20
- Fixed a bug where Infiltration Assault in GBP Right only applied the recon bonus to normal recon
- Fixed a bug where the Marine Research Tech wasn't giving bonuses to Marine Commandos
- Stronghold Networks also now boost the build speed of Fortresses

Additionally, I have added a number of new Debug decisions to facilitate easier naval testing. These decisions are primarily designed for Bulgaria vs Romania testing of fleets. The decisions should set you up in a position where it should be easy to get to whatever test you want to make.

The decisions:
1) Setup both countries with aircraft and equipment as well as resources and dockyards
2) Bulgaria gets access to all of the allied admirals and most of their naval advisors, and Romania gets the Axis ones.
3) Unlocks all 1940 and earlier tech
4) Can assign National Spirits to the nation representative of the ideas that nations can get (Tora Tora Tora, WATU, etc.)
5) Will generate a large number of Templates for 36/39 ships
6) Spawn in ships from said templates

This will hopefully make it so more people can experiment and play with different fleet compositions so more people can see what strategies/comps they come up with (It also sets me up to more easily do future testing with things preset for me to start looking at).

- Soviet hidden railway gun speed boost to counteract their Command Economy now also applies to Super Heavy Railway Guns
- Super Heavy Railway Gun Special Project now gives you a half finished SH Railway Gun instead of a finished one
- Iran can no longer get to the air designer
