Decided to update Mediterranean Colonies by bringing back the old loyalty bonus that gave your cities 100% loyalty if they were founded on the coast of the continent that also holds you capital. My main reason for doing this was because I recently realized that, with it removed from the ability, it gave very little reason for Phoenicia to utilize its special move capital project. Of course I also realized to just slap it back into the ability and call it a day wouldn't be the right move as it would just become too much, something had to be removed. And unfortunately that was being able to start the game with writing already unlocked. However, I think that this change will help to better balance the mod as being able to start with campuses from the get go was incredibly strong. Hope you all enjoy!
