Fix the bug where some great person cannot grant techonology without NFP.

Replace Test AI mode with Test Dev mode, used for testing dev contents (the new contents are in Test Dev mode, internal test only, not recommended to enable).
Messager of God change from one scout with promotion to two scouts.
Add new pantheon: Mazu Belief, +1 production to coastal cities, +1 production. to districts or wonders on coastal tiles.

[v1.0] The FIRST Stable Version Release!!!

Add support for [MOD] Sukritact's Oceans, keep our modifications to fishery.
Merge own MODs: Civ Rework Netherlands and Medieval Pirate, no longer need to enable these two mods.

Changes after v0.9.6
1. Pericles and gorgo ability update (new effect about Acropolis Districts).
2. Two new Policy cards, update on some diplomatic policies.
3. Some minors update on Preserve District, Outback Improvement, Terrace Farm, Liang Governor, Wat Arun Wonder and Incense Resource. Allow all resources to be harvest.

Add three more Follower Beliefs. Some founder belief updated.
Victor Governor ability adjusted.
Adjust Industrial Zone tier-3 buildings (power plants) and Encampment buildings. Preserve district buildings become cheaper.
Nerf on Mali. Tweak on Maori's unique building. Norway also gains science when pillaging farms and lumber mills.
Add two new barbarian units, primitive galley and quadrireme, make barbarian naval camps weaker on Sea Maps.
