-Updated to 1.10.4

-Added supply depots on capitals
-Added Unfinished Sichuan railway
-Tweaked the path towards subjugate the warlords slightly
-Added 10 deletable states for any DLC that will add states in the future
-Changed the "Raise militias" decision from a national spirit to a state modifier. You can now do the decision until every state you own has one.
-Fixed that Shanxi could not access the warlord specific decisions
-Prevented all other warlords from being able to use the "end the Xinjiang wars" decision
-Made some warlords start with limited conscription
-Balanced resources
-Added decisions for every warlord to open a single mine giving either Steel, Aluminium, or Tungsten at the start. After which you can expand the mine. Annexing territories with built -but undeveloped- mines will allow you to develop them yourself.
-Buffed the public works focus to build infrastructure aswell.
-Added opium trade spirit to be held by every warlord at the start and a focus to remove or increase it
-Added focuses to get rid of it or solve corruption early or embrace the opium trade

-Added Turkestan as a releasable nation
-Added event chain for the Islamic rebellion in Xinjiang of 1937 with multiple choices on how to approach the situation as Tunganistan
-Added more events and decisions regarding the rebellion for all chinese warlords
-Changed PRC's name when a puppet
-Added warlord quotes in the loading screen

-The "Construct Kashmir Road" decision now highlights Kashmir instead of Shangdong, it now also adds infrastructure in the country that made it
-Changed the puppet name of PRC to "Northern Shaanxi Province"
-The warlords now have the same leader for every ideology
-Added 3 new states in the Guangxi Clique
-Added a decision to rally local militias that will increase your conscription by 0.5% and lower your factory output by 2.5%, repeatable 3 times

-Changed the amount of political power gained from a victorious border conflict from 5 to 70 to recoup losses and gain 30 total.
-Added a 50% land doctrine bonus to when you lose a border conflict
-Changed the Army XP gained from winning border conflicts from 30 to 15
-Fixed that Xinjiang couldn't see the custom decisions.
-Subjugate the warlords now gives the ability to make factions
-Gave certain ideas actual icons for REAL this time
-Gave the mountain countries the "mountain people" spirit
-Added Mongolia formable nation
-Gave the focus tree to Guizhou which previously didn't have it
-Robbed the southern countries of some resources to balance it
-Nerfed Sichuan Clique

-Corrected PRC focus "eploit the weak neighbours" to its actual neighbours
-Gave Tibet its leader back
-Gave names of randomly generated characters such as generals or spies actually fitting names.
-Given some ideas actual icons
-Given Mountainous countries a national spirit to make it easier to fight, as well as giving them mountaineer tech
-Change the pp loss from a lost border conflict to 5
