Removed some sounds which ought to improve performance. The sound engine had been bugging also when zooming in and out.

Added weather graphics to Africa (the entire continent), Madagascar, Iceland, Greenland.

Also added the first naval regions: Mediterranean (all regions) and the regions immediately surrounding the British isles.

Further refinements of Lightning Storm, Blizzard and Snow.

Added the following strategic regions: Korea, China (East, South), South East Asia, Malaya, Home Islands (Japan), Sumatra, Borneo, Sunda islands, New Guinea, Phillipines, Australia (North, East, South, Central), and most importantly New Zealand.

Now that performance is good I am focussing again on adding weather to more regions.

All rain, snow, blizzard, thunderstorm effects redone. Please note this is still a work in progress.

High-level clouds size and persistance modded. This obscures artefacts inherent in the vanilla system and also improves immersion. Again WIP!

Reverted to 5.2 - large regions of Siberia overloaded GFX engine and caused crashes. Working on another solution
