Plan on adding a mod option to customize this buff

1->0 has been inverted to 0->1
Any PPE must now be set up with ToxicResistance stat modifiers that adjust the stat positively not negatively as it was done with ToxicSensitivity

PPE Buffs

Update: Sep 7, 2021 @ 3:21pm

UPDATE:
- Germ containment and germ resistance stats have been removed, and now toxic sensitivity will be used to measure the effectiveness of all PPE. If any other apparel from other mods offers a toxic sensitivity buff, it can now be used to combat disease spread. I am unsure how easy to understand this is going to be, but I'm hoping for the best. Please let me know if you have any feedback on this change.
- Bug seasons and diseases should happen together more often now

Fixes:
- Bug seasons were happening in biomes they should not have been

Other:
- Bug season letter changed from red to yellow
