Fixed a bug related to the "replenish soil" transform not being generated correctly.

- When a terrain transform is botched, if there are any queued steps, those steps are transferred to the replacement.
- Restoring worn-out soil is now a Farming job, consistent with other depleted soil replacements. Its label and description are more descriptive.

- Modified the way workgivers are patched to reduce the number of redundant Jobs checked and created when dealing with terrain transforms. This should improve performance.
- Fixed an XML error that introduced an extra step when the tilled soil multi-terraformer was used on rich soil.

- Plant scraps that drop outside of your home area and away from your colonists (e.g., wild men or sieges cutting down plants) are forbidden by default.
- Plant scraps that drop in your home area are still allowed by default.
- Plant scraps that drop outside of your home area but next to your colonists (e.g., when clearing new areas to build in) are allowed by default. Because this behavior relies on checking all your pawns' positions, it might slow down very large colonies, so it can be disabled in the options menu.

- Fixed a bug that could result in null references when selecting growing zones.
