Add option to disable it.
Add option to require shared passions or not.

Interactions were happening a little too often, so I added an internal multiplier to globally reduce interaction frequency a little, if this is checked, it still applies the Interaction slider settings, so you can still fine tune this.

Also, Added a check to see if the pawns are capable of talking.
