Fixed necro_apprentice production and upkeep values, conversion ritual timer set to 2y. GitHub[github.com]
Colonies established before this update will need time to "catch-up" to the nearest vanilla conversion cycle, after that it will happen every 2 years.
Please let me know if pop conversion notification becomes obnoxious and I'll remove or change it.

- Added option to speed up fleet movements by a multiplier of: x5, x10, x2.5 or none. See screenshots[imgur.com]. Speed settings window will pop up once for every game, but you can get back to it by activating it in the console via following command: event sos_event.3
This affects *all* present and future countries and creatures.

- Removed xp amount level scaling change ( LEADER_EXPERIENCE_REQUIREMENT_SCALE_VALUE ). Leaders will now level up slower, but still faster than in vanilla. This narrows the gap between how fast scientists and other types of leaders level up.

The effects will be the most noticable in a new game. Due to the amount of events scientists get, especially in a modded game, they will always level up way faster than the other classes. Let me know how this plays.
