The Catun No. 1 Bug is squashed!

Update Version - 2.0

I added 5 Tiers of Rusty Scrap Weapons to help resolve the issue. These tiers are research free and largely behind the scenes.

I made a few structural changes to the manufacturer tiers but they should also be behind the scenes.
