-added the personal union level with special characteristics
-put localization into seperate file with only my own localization to remove redundancy and allow for easier maintainability
(I would've done the same with the events but I don't know if, or how, event overloading works in this game)

-implemented british succession ;)
-the rightful british monarchs now have a description
-reduced size of mod by removing redundant images

forgot that Germany also had to be forced for full release in order to guarantee the AI to form the personal union
