Additions:
- New Trait: Hard-Coded
- Experimentation Chambers can be built on Thrall Worlds
- Logistics Opener unlocks the Logistical Optimization agenda (Requires Galactic Paragons)
- Tankbound can no longer be taken with most worker-related traits
- Psionic traits are available to a wider range of portraits

Tweaks:
- Trading Post gives -10% border friction (from -25%)
- Auspicious and Tormented now also available to Psionic Species

Removals:
- Reanimators no longer increase commander limit
- No longer modifies the Science Division Tradition
- Imperial Heir trait now properly localized for Private Corporations
