New Feature: "Unit Prestige"

- Upon reaching Vet 5 units will be able to "prestige"
- Veterancy will be reset to 0 and you will be given a new unit with special skin and new abilities
- The new unit can climb to vet 5 again gaining new bonuses

Currently only available to
- PzKpfW V Panther and the JagdPaNZER IV

- Lowered squad accuracy bonus of Feldwebel upgrade by 20%. (increased squad weapon fire rate + accuracy == conscript lawn mower)

: adds marksman equipped with scoped G43 to help with squad's long range firepower

note: Noticed a lot of fuel float late game on OKW so use this ability to dump fuel for extra MP

: removed vet requirement for counter battery
note: anti-mortar/katyusha is very important in this mod since they will spam you with them against your heavily fortified areas

:increased base range by 25%

- Added flamhetzer to heavy support building

- Added 1 kubelwagen to starting area of OKW

Soviet
- Increase Katyusha scatter deflection by roughly 50% to make them less punishing if they start to build their numbers up

Soviet
- Reworked Soviet industry to use Target_Player_Action for improved consistency
- Greatly decreased spawn chance of Zi3 AT gun to prevent late game build-up/spam
- Reduced spawn chance of 2x SU-85 squads by 50%. Too many of them were appearing which caused significant issues for Ost/OKW in the mid-game before heavy armor could get out

Conscript
- Increase conscript to-hit chance by 10% - Soviet's end up with a ton of extra conscripts if the squad isn't killed off by end game resulting a ton of popcap used by Conscripts that would otherwise be filled tanks. The AI is really good at reinforcing their infantry squads so they will use all of their manpower on reinforcing these squads

Surplus T34
- Reduced hitpoints to 500 from 640
- Reduced armor from 150 to 120
- Increased scatter of 76mm gun by 50%
- Reduced accuracy of 76mm gun by 15%

- Fixed bug where Grenadier G43 from the Jaeger recon package wouldn't display
