...still no idea what is causing missiles to behave weirdly...

- Culture Nexus, Technology Institute and Advanced Materials Laboratory buildings now use half as much unity.
- Tiers 2 of Citadel and Cyclonic shields no longer require Hyper Shields
- Cleaned up list of Psionic weapons' damage bonuses. It should no longer say that it has -100% armor damage, only that it has 100% armor penetration.
- Several techs lost their "rare" status.
- Arc-en-Ciel Cannon's tech is now rarer and more expensive.
