城市资源大厦功能改变
（1）拆分城市资源大厦出新的MOD (RealConstruction，可不依赖realcity独立玩这个mod)

RealConstruction功能介绍:
1.城市资源大厦会进口石油食品，生产出城市运营材料给政府建筑
2.城市资源大厦会进口木材矿物，生产出城市建筑材料给需要建设的建筑
3.在没有建筑材料的时候，所有建筑（包括政府建筑会停止生长）
4.在没有城市运营材料的时候，政府建筑低效率运营
5.没有这两种材料的建筑会显示缺少原材料。

（2）因为（1）的功能更加真实，因此取消原有的矿物 石油 食品 木材的显示
