Fixed a crash bug

* Significantly improved visibility of snowballs coming in from fog
* Fixed haste not providing its intended effect
* in CtF, you can no longer cap the flag if your present is not in its spawn position
* in Elimination, powerups should now refresh between rounds
* Elimination round duration reduced to 1m30s
* Doubled the times for health kits to respawn (6s)
* Fervor slightly nerfed (0.3 -> 0.4 cooldown on snowball)
* Splitshot now fires 5 projectiles instead of 3

Didn't make it in this update- want to make recapturing your present take 3 seconds in an AoE instead of picking it up instantly

Gameplay Changes
- Elimination mode score to win has been increased to best of 11 (6 points to win)
- Elimination mode sudden death now reveals all enemies
- Capture the Present mode time increased to 12 minutes
- Capture the Present mode points increased from 3 to 4
- Fixed a bug where the header for the Elimination help box would read CTF
- Jump now provides brief, small (1/2 the range of the hero) flying vision
- Dash being cancellable is now indicated in its tooltip
- Fixed a bug where sliding/jumping after the round changes will stop your position from resetting.
- Tried to fix some bugs with snowballs being invisible out of fog. Need valve's help to fully fix the bug, as it involves their particle rendering.

Map Changes
- Removed some props at graveyard in elimination map
- Added hp pickup at graveyard in elimiation map
- Removed flag specific props in elimination map
- Removed candles at spawn in ctf map (was interfearing with capture area visual language)
- Added some wood fences in ctf map (to better resemble layout of elimination map)
- Fixed some nav-issues
- Camera should now pan on you when you revive/new round begins

Other
- Creep textures and animations received light touch-ups

- Fixed blending on the CTF map

- Tried to make snowballs render better in fog, blame valve
- Added icons and names to the powerup duration modifier
- Fixed bugs where elimination wouldnt reset hero positions and unchill them
- Removed debug sounds
