The vanilla Fourth International will no longer fire if the Posadist International has been created. This will also stop Soviet civil wars firing, but the Soviet event chains are a clusterfuck I don't want to touch

Liberated Zone now starts with an idea giving half price licences.
Aliens will now create a base after victory over Brazil. This allows you to buy equipment licences from them.
Alien advisors can now be unlocked.

Added Xeno Strategies NF and rearranged the Atomic Bomb NF
NF tree now has some AI weightings so it will head towards the reinforcement and research slot NFs while avoiding the wargoal NFs if already at war
